To strengthen coordinated efforts to respond to health emergencies in the Paraguayan Chaco, a tripartite agreement between the public and private sectors has been formalized, establishing the operational framework for the Chaco Alert Program.
The initiative brings together the response capacity of the Paraguayan Air Force and the Ministry of Health, with funding from carbon credit projects, to support vulnerable communities across the region.
The agreement was signed by the Minister of Public Health, Dr. María Teresa Barán Wasilchuk; the Commander of the Paraguayan Air Force, General of the Air Force Julio Rubén Fullaondo Céspedes; and Gabriela Viñales Bogado, Country Director of Quadriz and Investancia Paraguay.

A key step toward more accessible healthcare
Across the vast geography of the Paraguayan Chaco, road conditions and long distances often represent the greatest obstacles in a medical emergency. Chaco Alert was created to help overcome these barriers by combining the logistical capacity of the Paraguayan Air Force with the Ministry of Health’s healthcare network to evacuate critically ill patients to specialized medical facilities.
Through this formal partnership, Chaco Alert strengthens its operations to prioritize the most isolated and vulnerable populations in the region, contributing to broader national coverage of timely medical care.
Advancing social impact through sustainability
The Chaco Alert model demonstrates how carbon credits deliver tangible social impact. Revenue generated by Quadriz and Investancia’s carbon projects helps finance the logistics required for medical air evacuations, ensuring that vulnerable communities can access emergency medical care when they need it most.
